This Memorandum of Understanding ("MOU"), which has not been executed by and between the Maryland Department of General Services, acting on behalf of the State of Maryland, and the State Center LLC sets forth the general understanding and agreement of the parties with respect to the process for developing a Master Development Agreement for Transit Oriented Development at State Center in Baltimore, Maryland.
